Search for the success strategy for Copenhagen climate conference
The Heads of State and Government of the EU will talk about the financial supervision and as to which have formal consequences of the Lisbon Treaty: Who said what when, on behalf of the EU. But the main issue is climate change. Finally, approximately 900 kilometers northeast of Brussels is negotiating the future of the world. So how is the EU’s strategy to look for the final stage of the climate conference in Copenhagen? That is the burning question. Concrete answers get it yet.
But at least the goal is clear, says the German foreign minister Guido Westerwelle: “We want Europe’s leadership on climate change. But Europe alone can not save the world’s climate. Therefore, we will not be anyone with blank checks from his own responsibility, dismissed. Each country has its own contribution. ”
The EU has put forward. She has committed to reduce by 2020 greenhouse gas emissions by 20 percent. Up to 30 percent, one could imagine, if go with other major industrialized countries. But, as it says in German government circles, the necessary commitments, there will be unlikely. This view is shared by the Swedish Prime Minister Fredrik Reinfeldt, will lead as President of the summit: “The U.S. has proposed compared with the EU is still far too low. It is the wrong approach, arguing that protect jobs, downsized the climate protection goals. The industrialized countries need to exert themselves more easily. ”
Blow The commitment to lower greenhouse gas emissions into the air, is one thing. Developing countries to give money so that they in turn can run climate change, the other one. Reinfeldt wants to persuade his EU colleagues to give figures. Specifically: How much money will the European Union for the so-called start-up funding in the years 2010 to 2012 are available? For EU staff in Brussels says that around two billion euros a year, it could be. The Greens in the European parliament demanding three billion euros. But it is questionable whether the EU’s leaders are already in the cards seen again.
Too often the word “negotiation tactics fall”, or, in the words Foreign Westerwelle two days ago during his visit to Brussels: “I would give any sum which would weaken the bargaining position of the Europeans in Copenhagen. That does not command himself, quite the opposite : That would be very unwise. ”
Given the concern resonates with having to make further cuts in the minimum goal for Copenhagen. The EU countries continue to speak of a historic opportunity. But they have given up hope of being able to celebrate the end of next week an already legally binding agreement. But one hopes that the precursor: In a political agreement that will limit global warming to two degrees is set out to do in the industrialized, emerging and developing countries in commitments and clarified, is how you can control the whole.
